Director General Nguyen Trung Khanh: Develop a plan to propose opening tourism in the spirit of safety, science, and efficiency

On February 15, the Ministry of Culture, Sports and Tourism and relevant ministries and branches had a meeting to report to Deputy Prime Minister Vu Duc Dam on the plan to completely reopen tourism activities. Accordingly, the Deputy Prime Minister agreed with the proposal of the Ministry of Culture, Sports and Tourism and the opinions of ministries and agencies on the time to reopen all tourism activities under new normal conditions by the spirit of the directive. Directive of the Government and Prime Minister on "flexible adaptation, safety, and effective control of the COVID-19 epidemic" from March 15, 2022.
Based on the results of the meeting, the Ministry of Culture, Sports and Tourism issued official dispatch No. 440/BVHTTDL-TCDL dated February 15, 2022, and official dispatch No. 464/BVHTTDL-TCDL dated February 17, 2022, reporting to the Prime Minister. Government on the results of the meeting on February 15, 2022, on the plan to reopen tourism activities and request the Prime Minister to allow the application of visa policy for visitors entering Vietnam as implemented before the year 2020.

More flexible regulations when tourism opens on March 15

At the press conference, Mr Nguyen Quy Phuong, Director of the Travel Department, informed reporters about the Ministry of Culture, Sports and Tourism's proposal to open tourism from March 15. He said that this proposed plan is being solicited for comments from relevant ministries and branches to synthesize and complete a report to the Government and the Prime Minister for consideration and decision.

Accordingly, regulations on opening tourism from March 15 are expected to be more flexible. International travellers arriving by air can choose to have a negative test using the RT-PCR method valid for 72 hours or a rapid test valid for 24 hours before departure. When landing at the airport, guests do not have to be tested at the airport but go straight to the registered accommodation facility and get tested there. After having a negative test result, guests will be able to participate in tourist activities and comply with epidemic prevention regulations like the conditions for domestic visitors.

For visitors arriving by land and sea, rapid testing will be performed right at the border gate before entering Vietnam. Tourists are required to install disease prevention applications according to regulations and maintain a continuous connection while travelling in Vietnam. In addition, guests need to have health insurance or travel insurance that covers COVID-19 treatment with a minimum liability of 10,000 USD.

For domestic tourism activities, it will continue to be implemented in the spirit of Resolution No. 128/NQ-CP of the Government on "Safe, flexible adaptation and effective control of the COVID-19 epidemic", Decision No. 218/QD-BYT of the Ministry of Health promulgating temporary guidance on medical expertise to implement Resolution No. 128/NQ-CP. At the same time, implement the Program to launch domestic tourism to adapt safely, flexibly, and effectively control the COVID-19 epidemic in document No. 4698/BVHTTDL-TCDL of the Ministry of Culture, Sports and Tourism; Instruction No. 3862/BVHTTDL-TCDL of the Ministry of Culture, Sports and Tourism implementing Resolution No. 128/NQ-CP.

Localities announced the reopening of tourism activities, welcoming and serving tourists according to each epidemic level in the area associated with corresponding measures to ensure safety and epidemic prevention and control.

Focus on 7 groups of solutions to open tourism safely, scientifically and effectively.

Speaking at the meeting, General Director Nguyen Trung Khanh said that the tourism industry is receiving deep attention from the Party and State, promulgating policies to restore the industry after a long period of being affected by the epidemic. Implementing a pilot program to welcome international tourists from November 2021 until now has welcomed about 9,000 visitors. Although the number is not many, it is a very encouraging result after a period of stagnation. Especially during the recent Lunar New Year, the tourism industry welcomed and served 6.1 million tourists across the country. Analytical data from the Google Destination Insights tool also shows that international search demand for aviation and Vietnamese tourism from the beginning of 2022 is increasing very high. These positive signals are the basis for the recovery of the tourism industry in the coming time.

The Director General emphasized that to ensure the safe, scientific and effective opening of tourism in the spirit of the Prime Minister's direction, it is necessary to focus on 7 main groups of solutions including:

(1) Regarding ensuring safety and epidemic prevention, in Vietnam, the national vaccination campaign is being strongly implemented, the vaccine coverage rate is high, but we still have to pay attention to the risk of mutations appearing. new, the problem of disparities in vaccine coverage between some localities and between different ages. Besides, there is also inconsistency in safety control regulations between some localities. Therefore, the Ministry of Culture, Sports and Tourism will coordinate with relevant ministries and branches to have plans to open tourism in a safe, scientific and effective manner for uniform application nationwide next time. Ensuring consistent compliance with epidemic prevention regulations must be considered a top priority in tourism activities by localities and tourism businesses.


 

(2) Regarding the connection between aviation and tourism, Vietnam has lifted restrictions on operating frequency for international flights from February 15, 2022. However, the current question is how to get airlines to coordinate with tourism businesses to increase the exploitation of international routes connecting key markets with tourist destinations in Vietnam... In the coming time, the Vietnam National Administration of Tourism will have meetings with the airlines to agree on solutions to most effectively exploit passengers by air.

(3) Regarding creating favourable conditions for international tourists to Vietnam, the Director General said that the Ministry of Culture, Sports and Tourism has issued Official Dispatch No. 440/BVHTTDL-TCDL dated February 15, 2022, and announced Document No. 464/BVHTTDL-TCDL dated February 17, 2022 reporting to the Prime Minister on the results of the meeting on February 15, 2022 on the plan to reopen tourism activities and requesting the Prime Minister to allow application Apply visa policy for visitors entering Vietnam as implemented before 2020. This will be a very favourable condition to attract international visitors to Vietnam, creating competitiveness for Vietnamese tourism.

(4) Regarding recognition of "vaccine passports", to date, only 14 countries have recognized Vietnam's vaccination certificates, so the activity of sending Vietnamese people to travel abroad (outbound tourism) ) will be difficult. That restriction will cause an imbalance in international air transport activities. In the coming time, it is necessary to promote more negotiations so that Vietnam's tourism industry can access and exploit a richer and better quality tourist source.

(5) Regarding improving product quality, ensuring facilities, and strengthening tourism human resources, the Director General emphasized that this is one of the core issues to ensure the recovery of Vietnamese tourism... After two years of being affected by the epidemic, tourism human resources suffered heavy losses, many workers left the industry, and many places had degraded technical facilities. Therefore, the Vietnam National Administration of Tourism will continue to propose extending support policies related to finance, and credit... for businesses and workers in the industry and propose training and retraining programs for tourism workers. At the same time, coordinate with some localities to organize a survey team to survey the current state of technical facilities to find solutions to consolidate and restore operations. In addition, localities also need to have policies to support tourism businesses in the area to prepare for the opening of tourism.

(6) Regarding destination competitiveness, the Director General said that recently, the European Union Delegation to Vietnam supported the development of the Vietnam Provincial Tourism Destination Competitiveness Index 2021 for 15 provinces, and cities. This is an opportunity for localities, businesses, and tourist destinations to consult, recognize, and have solutions to improve local tourism competitiveness in the coming time.

(7) Regarding promotion and attracting tourist markets, during the impact of the recent epidemic, the General Department of Tourism still maintained the promotion of the image of Vietnamese tourism, thus attracting the attention of the community. International tourism to Vietnam is always maintained. Vietnam tourism is still loved by international friends and given outstanding titles and awards.

In the coming time, the Vietnam National Administration of Tourism will continue to strongly deploy the Live Fully in Vietnam communication campaign, especially on digital platforms such as websites and social networks; Participate in major international tourism fairs in key markets; Cooperate with major media channels in the world such as CNN, CNBC; Work with Vietnamese representative agencies abroad to coordinate promoting Vietnamese tourism information...
